English Local Authorities Plan to Dispose of Social Clubs and Sports Centres to Manage Finances

According to a recent survey of local authorities, English councils are planning to offload social clubs, athletic facilities, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

A coalition of councils for second-tier cities in the UK stated that six out of ten of councils are planning to dispose of properties to cover the rising costs of adult and children’s social care.

Councils have previously come under fire for disposing of public land and land to support their budgets, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

The group noted that a significant number of authorities seeking to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the majority (60%) of local leaders stated they would prioritise service redesigns and using financial reserves to manage increasing fiscal pressures.”

Detailed Examples of Proposed Sales

One local authority in southeast England said its property management strategy featured the disposal of a retail complex in a local town and a community venue in another town to raise £20m over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the strategy.

Local Levy Increases and Wider Fiscal Strains

This research of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will have to raise council taxes next spring to cover the growing cost of essential services, higher levels of homelessness, and a persistent housing shortage.

Medway council said it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to deliver both improved services and financial savings,” stated a council leader.

He continued: “We face population challenges which will continue to add to the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Projections

A survey of county councils this week further found local finances being stretched by the increasing figures of children and adults needing Send support.

The County Councils Network said that local shortfalls will reach £4.4bn a year by the end of the decade, as they grapple to cope with rising needs.

Government officials have delayed planned reforms to the Send system until next year after a policy document outlining those reforms was recently delayed.

Deprivation and Funding Shortfalls

Based on the most recent deprivation measures (IMD) for English councils, many key cities members were among the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the latest deprivation indices,” said the report.

“Although only one key city is in the top 10 for deprived neighbourhoods nationally, cities are much more prone to be in the most deprived fifth of the nation. The data highlights the extent of difficulties facing local leaders across key cities in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that accounts for and addresses the real levels of disadvantage and demand,” stated Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the study found.
